Parcel from the United States has been in transit from Johannesburg to Cape Town from 30 JUNE 2021! It is now 16 AUGUST 2021! They say their system is down and so they cannot give me a local tracking number. I hope its not stolen. What are the penalties for stealing from SARS?

I received a tracking number that I must collect my parcel to the Post office. I didn't know where to go and collect it because my local post office got looted during the unrest. I tried to phone I could not get through to the the customer services. I logged in to the website they provided it said my parcel is intransit at Durmail. I went there this morning only to be td that they only keep parcels from international not local. They told me to go to the nearest post office which I don't know how because it is undergoing repairs as it was damaged during the unrest. Now I don't what to do

I received an SMS on the 31st of July 2021 that my parcel is ready to be delivered, but when I try to browse into the link they referred to me,it has been forbidden,what might be the problem, please help me track my parcel?
